In preparation of the full Barren County Fiscal Court in the following hour, the Building and Property Committee met to review and approve several quotes regarding both the Barren County Development Center, which was once the U.S. Bank building, and the recently purchased Emergency Management Building.
Seeing that all committee members, and Deputy Judge-Executive Garland Gilliam, who has spearheaded the building’s maintenance, were present Chairman Jeff Botts turned the members attention to two quotes on the paving and painting needing to be done on the development center building.
It was voted that Scotty’s Contracting and Stone was approved as the company that would do the paving and “in the immediate area” of the building for $26,950.
DeMars Painting would do the painting on the second floor for $4,478 — that bid only is labor cost as the county has already purchased the necessary paint. Regarding the painting, Gilliam told the committee members the walls were already primed by the inmates and awaiting paint. He also mentioned if the inmates were to be asked to also do the painting that it would likely be a wait as the summer months and mowing is underway.
“If we wait on inmate crews to do [the painting] we’re waiting on rainy days…because they’re working right now in the good weather,” Gilliam said.
In light of this fact, and the fact that the new flooring was already on site awaiting painting before being installed, Botts suggested approving the bid that way the necessary work is sure to be completed relatively quickly.
“[Y]our rainy days aren’t going to happen very much…[so] my recommendation is to proceed with this so we know it gets done,” Botts said.
Magistrate Ronnie Stinson asked Gilliam about the budget for this building to which he responded it is “a big question mark” currently.
“We put money in the budget for things like this but not specifics,” he said.
Barren County Judge-Executive Jamie Bewley Byrd said there are plans to put the health department building — whose personnel is planning to move into the first floor — up for auction in September or later and the sale of that would go towards reimbursing the county for the required building repair.
The same companies — Scotty’s and DeMars — also got the blacktop and exterior painting quote for the Emergency Management/Coroner/Sheriff Build, which is located on the corner of East College and South Franklin streets. Specifically, Scotty’s got the job for $13,500 and DeMars got the exterior painting job at $13,690.
Those four quotes were then presented at the full fiscal court for official approval.
Both Byrd and Botts estimated that both buildings would likely be finished soon, possibly by the end of this year.
