The Glasgow Common Council meets Monday with a full agenda that includes transportation issues, city property decisions, public safety funding and youth programming. The meeting will take place at the Luska J. Twyman Municipal Building on the Glasgow Square on March 9.
Kentucky Transportation Cabinet District 3 Chief Engineer Joe Plunk is expected to deliver a presentation to the council, according to the agenda.
There is no old business listed on the agenda. New business is led by several resolutions, starting with one that would declare certain Department of Public Works property as surplus under Kentucky law and authorize its disposition. Another resolution would authorize and direct April Russell, director of the Office of Grant Oversight, to apply for a grant from the Kentucky Office of Homeland Security to pay for new weapons for the Glasgow Police Department. A separate resolution would approve a memorandum of understanding between the city and the Boys and Girls Club of Glasgow. That agreement would outline how opioid abatement settlement funds are used in partnership with the club, which serves local youth.
The council is also scheduled to consider a municipal order appointing Mariel Casian as a member of the Entertain Glasgow Committee, which helps coordinate local entertainment and events.
In addition to the action items, council members are being formally notified about a series of signed executive orders that update Glasgow Police Department standard operating procedures. The orders cover a wide range of policies, including hiring practices, code of conduct, forfeiture of assets, school resource officers, audits and inspections, uniforms and equipment, extra duty and outside employment, sexual assault procedures, the disciplinary system, training directives, domestic violence response, internal affairs and citizen complaints, an early intervention system and the use of drones and unmanned aircraft systems. Those executive orders do not require council votes but are included on the agenda so members are aware of the changes within the police department’s operating guidelines.
