Barren County officials are preparing for a key public meeting on the county’s first comprehensive zoning ordinance, with agriculture protection at the center of the discussion.
The Barren County Land Use Committee is scheduled to meet Thursday, Aug. 20 at 6 p.m. at the Luska J. Twyman Municipal Building at 126 E. Public Square.
According to the Joint City-County Planning Commission, which is overseeing the zoning effort pursuant to Kentucky law, the meeting is intended to provide clarity and transparency as the ordinance is developed.
The Land Use Committee was appointed to help guide creation of the county’s first comprehensive zoning ordinance and includes five citizen members: Billy Beckham, Eric Snyder, Jamie Pendygraft, Josh Morris and Sheila Steenbergen.
Magistrates Tim Coomer and Marty Kinslow also serve on the committee, giving fiscal court representation in the process.
A current draft of the ordinance identifies protection of agriculture and agricultural lifestyles as a primary focus, while noting that other land uses and practices will also be addressed. The planning commission released the first draft on social media earlier this week.

1. Agriculture, as a way of life, benefits all residents of Barren County. It is an important part of the economy and adds intrinsic value to life in Barren County. Agriculture, as a business, brings with it noise, odors, dust, mud, smoke and other inconveniences such as weed burning, equipment and livestock on public roads, odors from manure and feeds, odors from chemical applications, lights and noises at all hours of the day and night, and on-farm processing and marketing of crops and livestock. To maintain this way of life, Barren County intends to protect agricultural operators from unnecessary, intrusive litigation. Therefore, no inconvenience shall be considered a nuisance as long as it occurs as a part of a legal agricultural practice.
The Aug. 20 meeting is part of a broader effort to develop a range of zoning regulations, including rules for high-intensity technological infrastructure such as data centers.
The planning commission has hired consultant Reese True to assist with that work, focusing on topics including water and wastewater, groundwater protection, power demand, infrastructure capacity, environmental impacts and compatibility with surrounding land uses.
The ordinance remains in draft form and may be revised as the process moves forward and additional public input is received.
